Same issue; it's a pity the tool does not work on Windows7.

No , there is no Win 7 version of DCM Viewer.The DVTk team has discontinued the development of this tool. You can use the DICOM Editor to view dcm files.It has a Win 7 compatible version.You can download the installer from the "Downloads" section.
