In trying to install Dicom Sniffer 2.8.14, it aborts while installing WinPcap with the error
"A newer version is already on this machine. The install is aborted." I have version 4.0.2
installed because I use Wireshark on this machine also.

When I try to start the Dicom Sniffer, it aborts with the following message
"There is no network adapter detected. Please install WinPcap 3.0 or above."

I do have WinPcap 4.0.2 installed. How do I get the Dicom Sniffer to recognize that?

This is a known problem with the DICOM Network Analyzer. The problem is that there is a big difference in the interface between WinPcap 3.1 and 4.0 and the DICOM Network Analyzer is therefore not compatible with the 4.0 version.
The solution is to uninstall WinPcap 4.0 and then install the DICOM Network Analyzer with WinPcap 3.1. All the other sniffer applications that you want to use on your machine should then also use WinPcap 3.1.

I had this same problem earlier this year - trying to run Wireshark 4.0 and the DVTk network analyser on my laptop.

Today, I tried loading the 4.0 version onto a memory stick ('f' drive on my laptop) and during the installation it prompted me re. finding an earlier version and should it delete this version or cancel install before continuing. I clicked on 'cancel' install and it continued to extract the program onto the memory stick - 86 MB. I was then able to launch it by clicking on f:\'wireshark.exe'.

I've only spent a few minutes on both - Wireshark 4.0 and the DVTk network analyser - both they both seem to be running as expected. But I'm certainly not an expert on using these tools.

I'd be interested to hear of any other experiences if this is tried.
